Bump mariadb version to 11.4.7.
11.4.6 was skipped due to a serious performance regression, see:
https://jira.mariadb.org/browse/MDEV-36759

The libfmt patch was adapted to the new version.

Mariabackup is still not working but will be in the next release
(11.4.8), see: https://jira.mariadb.org/browse/MDEV-34388
