Set actual centre sensitivity and actual max rates.
For:
Centre sensitivity of 200 = rcRate of 1.0; enter as 2.0 in Config, 200 CLI
Max Rate of 800, enter sRate as 0.8 in Config, 80 in CLI
Expo enter as usual, 0.5 approximates no expo, 0 is flatter, 1 is about the same as 0.5 expo usually, but won't change centre sensitivity.
Removes the custom CLI commands to update or display the PID and Rate profile names. Moves the storage into the pidProfile and controlRateProfile PG's.
Names can now be set with:
set profile_name = NAME
set rate_profile_name = NAME
Also added profile name display to the profile and rate CMS menus.
There have been a number of requests for this as it seems to be common for racers to tune these values and adjust the settings as they become more comfortable with a track. Previously the settings could only be adjusted in the CLI and required a computer. Adding them to the CMS makes it easy to adjust in the field.

Adds new throttle_limit_type and throttle_limit_percent parameters that allow the pilot to limit the maximum commanded throttle seen by the flight controller by either scaling or clipping the maximum throttle. The default is 100 representing no limiting. So as an example, if a pilot was to set throttle_limit_type = SCALE and throttle_limit_percent = 80 the throttle input would scale from 0 to 80% based on full stick deflection from the radio.
This capability replaces the method of limiting throttle in the radio which some pilots are using to manage throttle on tight courses or reduce overall battery consumption when the extra power isn't needed.
There is no effect on the maximum throttle seen by the motors so the mixer still has full authority.
