9c48cc2893 FC: Override all hardware failures during emergency arming
Also, simplify the logic a bit and move the flags that can be
overriden to a preprocessor constant.

ca3f21e7a1 Add support for emergency arming
Enabling and disabling the arming switch 10 times during a 10s
window will override checks for level, navigation unsafe, compass
not calibrated and some hardware failures (it will only enforce
gyro and acc to be working).

55649b4d55 OSD: add VTX power indicator
Complement to #4717. It is now possible to change the VTX power setting
in flight. This allows to see what power the VTX is set at and also when
the VTX power RC adjustment is active.

8ba931a0a6 NAV: Add script for automatically generating declination data
In order to save flash on F3, there are 2 variants of the tables.
F4 and up use floats up to +-90 latitude, while F3 uses int8_t
up to +-60 latitude.
