libcamera: ipu3: Create CIO2Device class

Group CIO2 components (cio2, csi2 and image sensor) in a class
associated with the CameraData, to ease management and initialization of
CIO2 unit at camera registration time. A CIO2 unit will always be
associated with a single Camera only.
