android: camera_device: Fill offset and right length in CreateFrameBuffer()
CameraDevice::CreateFrameBuffer() fills the length of the buffer to each FrameBuffer::Plane::length. It should rather be the length of plane. This also changes CreateFrameBuffer() to fill offset of FrameBuffer::Plane.
