postmarketos-base-ui-plasma: recommend tuned-ppd

Browse source 
power-profiles-daemon is platform specific and tuned does more generic
system tuning. Both provide the power-profiles-provider virtual package,
and users can remove tuned-ppd if they want to switch back to
power-profiles-daemon, which has a higher priority.
