ipa: raspberrypi: Rename RPi::ConfigParameters enum values
Rename the enum values to indicate pipeline handler -> IPA actions (IPA_CONFIG_*) and IPA -> pipeline handler return results (IPA_RESULT_*). Additionally, provide more descriptive names for these values.
