README: Replace deprecated 'meson' with 'meson setup'

Meson has deprecated implicit usage of the setup command, and this now
generates a warning:

WARNING: Running the setup command as `meson [options]` instead of `meson setup [options]` is ambiguous and deprecated.

Update the build instructions to use 'meson setup' explicitly.
