Kieran Bingham e256a58bf0 Documentation: Suppress normal doxygen output 
Enable the QUIET mode of Doxygen so that warnings and errors from
Doxygen are more prominent in the build logs.

To build and install:

  meson build
  cd build
  ninja
  ninja install
