1500 is usually too high and quad tends to shoot up.
throttle around 30% seems closer to reality for most small quads

Removed "python-yaml" as it is now python3-yaml, which is apparently included with python3. Keeping "python-yaml" results in an error message, "Package python-yaml is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
is only available from another source"

- Added arm screen timeout as CLI settable option. Defaults to current 1.5 seconds.
- Fixed boot screen stats. Bug would have existed since 3.0
- Initial code for swapping logos on the boot screen
- Replaced pseudo code with actual logic for using pilot logo on HD arming screen
- Used already existing logic for detecting if display is HD
