Fix CC2500 driver gating on USE_RX_SPI. ( #12014 )

It was impossible to build an ELRS target without also including all the
code for the CC2500 driver.
This adds `#define USE_RX_CC2500` everywhere `USE_RX_SPI` was previously
used and fixes the gating.
