Lower default hover throttle to 1300
1500 is usually too high and quad tends to shoot up.

throttle around 30% seems closer to reality for most small quads

524563d5a1 almost working.
Getting some random disconnects from usb port that needs to be investigated.
Also need to check if gps is getting sent the correct ublox messages.
